1. Accessibility Statement
The Department of Education, Culture, Tourism, Youth and Sports of Fontanka Village Council of Odesa District of Odesa Region (hereinafter referred to as the Department) is committed to ensuring the accessibility of its official website to the widest possible audience of users.
We strive to make this web resource easy to use for people with disabilities (including visual, hearing, motor, or cognitive impairments) in accordance with the requirements of the national standard DSTU EN 301 549 "Information technology — Accessibility requirements for ICT products and services" and the international Web Content Accessibility Guidelines (WCAG) 2.1 at level AA.
2. Measures to Ensure Accessibility
To ensure compliance with accessibility standards and create an inclusive digital environment, we have implemented the following technical and design solutions:
- Semantic HTML structure: All web pages are structured using a logical hierarchy of headings (H1, H2, H3, etc.), allowing screen reader users to navigate the content efficiently.
- Correct contrast ratio: Font and background colors are selected to guarantee high contrast (according to the WCAG 2.1 AA requirements), making reading easier for visually impaired users.
- Responsive and flexible layout: Our website displays correctly on all devices (smartphones, tablets, laptops, desktops). Users can zoom in on the web page up to 200% using standard browser controls without losing functionality or causing horizontal scrolling.
- Keyboard navigation: All interactive elements, feedback forms, navigation menus, and buttons are designed to be accessible using only the keyboard (keys Tab, Shift+Tab, Enter, Space).
- Alternative descriptions for images: Non-decorative images, logos, photos, and diagrams contain descriptive alternative text in the
altattribute. Decorative graphics are hidden from assistive technologies.
3. Current Status of Compliance and Temporary Limitations
We regularly monitor and test our website for compliance with accessibility standards. However, some elements may temporarily not fully satisfy accessibility criteria:
- Some legacy archive files (e.g. copies of orders, reports, or decisions in PDF format, scanned images of originals) may lack recognized text layers or heading hierarchies. We are working on gradually converting these documents into accessible formats;
- Third-party embedded content (such as social media widgets, YouTube players, or interactive Google Maps) may have accessibility limitations beyond our direct technical control.
